Protesters block roads, loot supplies; 30 arrested for creating trouble at distribution pointsEven as the Odisha government faces the task of restoring power supply and communication services along the Gopalpur coast after Phailin disrupted services on October 12, politics over distribution of relief material is heating up in Ganjam and other districts of Odisha.The government was put on high alert regarding relief and resettlement measures following the cyclone and the consequent rains.

“We faced a double whammy – the cyclone first and the torrential rains later. Once relief and damage assessment is over, we want to concentrate on rehabilitation measures,” District Collector Krishan Kumar said.

However, Pradesh Congress Committee president Jaydeb Jena and several other Opposition leaders accused the government of not providing relief materials in time to the cyclone and flood victims.

Revenue and Disaster Management Minister S.N. Patra categorically denied the charge saying no one should politicise the relief issue at a time when people were in distress.

In some districts of the State, roads were blocked by protesters and relief material was looted.

30 politicians arrested

“We have arrested 30 politicians on the charge of creating trouble at the time of relief distribution. We found that one of them had four criminal cases against him,” a senior official said on condition of anonymity.

Vasudevan Nair, eminent writer, has said that he learnt the English language by literally travelling with The Hindu.

“The Hindu was my window on the world. When I was a young boy, I had no means to access a paper like The Hindu. Those days, The Hindu used to be delivered by post. I would wait for the postman to come. He would give me the copy of the paper. I would remove the wrapper carefully and read the paper as I walked with him. On reaching the house for which the paper was meant, I would put the wrapper back and return the paper to the postman. That was how I learnt the language and saw the world of my time,” Malayalam’s celebrated writer said after receiving the Sri Chithira Tirunal Award.

Presenting the award, Governor Nikhil Kumar said he was a great fan of MT whose film Nirmalyam had left a deep impact on him.

He could still recall the final scenes of the film where the temple priest (played by P.J. Antony) cut himself in all fury and spit out blood.

The award, instituted by the Sree Chithira Tirunal Trust, carries a cash prize of Rs. 1 lakh and a plaque.

The jury, chaired by Palode Ravi, MLA, and having as its members the former Additional Chief Secretary D. Babu Paul and the former general secretary of the BCCI S.K. Nair, selected the writer for his contribution to Malayalam literature and films and for his efforts in establishing the Thunchath Ezhuthachan Malayalam University and Thunchan Parambu.

Miners began a work stoppage on Tuesday to mourn the victims of Spain’s worst mining accident in 18 years, a gas leak that killed six people.

A 38-year-old Spanish miner was in serious condition after Monday’s accident at a north-western coal mine and four others were reported to be recovering from their injuries, local officials said.

The accident occurred as 11 men were working at a depth of 694 metres in the municipality of Pola de Gordon. Survivors said the miners accidentally breached a pocket of lethal methane gas that had accumulated in the mine.

More than 800 miners planned to stop work for 48 hours to mourn their colleagues in the region of Castile and Leon, which decreed three days of mourning. The six dead were to be given a collective funeral on Wednesday.

The company running the mine was investigating the accident.

Spain’s mining industry has been in decline for two decades as the country relies on new energy sources. Spanish coal mines employ about 5,000 people, down from more than 50,000 people in 1981.

Respite for officials as rain stops in Ganjam

The Hindu A resident shows the polluted ground water in Ganjam district of Odisha on Monday. Photo: C.V. Subrahmanyam Officials heaved a sigh of relief on Monday after week-long rain in the district halted and threat of flood from Rushikulya river and its tributaries receded.

The torrential rain, which wrought havoc close on the heels of the October 12 cyclone Phailin, damaged 3.43 lakh houses and crops in 3.45 lakh hectares, hampering relief operations in all the 22 blocks.

“Now the situation is not grim. Except for 20-25 villages in Purushottampur, Kabisuryanagar, Aska and Ganjam blocks, road traffic to all the marooned areas has been established,” District Collector Krishan Kumar told The Hindu.

Even as officials stepped up efforts for sending relief material by boat to villages, many people complained that the government assistance was inadequate. At several places, they demanded community kitchens as they were fed up with eating dry food — comprising flattened rice and jaggery — ever since they were evacuated to safer places a day before Phailin battered the Gopalpur coast.

A day after Phailin, most moved back to their homes. Those who were rendered homeless, took shelter in government buildings or under make-shift homes made with polythene sheets provided by the government mostly in the fishermen hamlets in Arjipalli and Haripur.

At Nandanapalli, officials could establish road communication by cutting a huge tree that blocked the entry to several villages due to flooding from a hill stream, about 20 km from here and 60 km from Berhampur, by engaging the services of the Orissa Disaster Rapid Action Force.

Jagannadham, 65, a farmer, said the government should continue with the community kitchen in their village for some time, which was organised only for three days after Phailin devastated several houses in their area.

“We have experienced flooding twice this month – first during Phailin and subsequently due to incessant rain. The hill stream submerged our village for two times in quick succession even before we could recover from the shock inflicted on us by the killer-storm.” With despair and uncertainty looming large over his future, Chinapalli Lingaraj, a farmer, along with other villagers and Umuridharmasanapur sarpanch Sukanta Kumar Tripathi said the government should be liberal in organising community kitchens till they provide them some source of income.

“How can we cook rice when there is severe scarcity of firewood,” asked ward committee member M. Dhanu.

Ganjam Additional District Magistrate and Nodal Officer Ashwini Mishra said their first task was to provide relief to all and they would focus on rehabilitation measures once the situation improved.

The district administration has received proposals from 75 NGOs for sponsoring rehabilitation measures.

BANGALORE: Bangalore University's academic council, at its meeting on Tuesday, voted for common parameters across the State Universities to award internal assessment (IA) marks to students. The proposal will be mooted at the next meeting of the Karnataka State Higher Education Council, Vice Chancellor B.Thimme Gowda said.

The proposal was a result of a discussion on the post graduate admission process. Many members pointed to lacunae in the process of awarding IA marks at the undergraduate level. Allegations ranging from owners of private colleges awarding “favourable marks" to “victimisation” of students through the process flew during the meeting.

In the end, it was resolved to constitute an expert committee to explore the possibility of implementing common IA parameters for all university students.

Workshop on patent awareness organised at GITAM UniversityA workshop on patent awareness was conducted at GITAM University here on Monday to educate students and heads of institutes in the region on Intellectual Property Rights.

G. J. Samtahanam, Advisor and Head, Technology Development and Transfer Division, Department of Science and Technology, New Delhi, was the chief guest at the workshop and encouraged the participants to undertake research that can be useful to society and be able to generate revenue.

He traced the history of government policy with regard to science and technology since Independence and said that the government is investing nearly Rs.50,000 crore to promote research and development but the returns were poor. He observed that most people who were into research were doing it only for publication and not interested in applying for a patent.

Entrepreneurial spirit

He underlined the importance of not just applying for a patent but also developing an entrepreneurial spirit and working on a concept till it could be used by the public. He said that universities and the industry need to involve themselves more and encourage innovation so that a revolution could be witnessed in the country.

The guest of honour, Yashawant Dev Panwar, Scientist, Patent Facilitating Centre, Technology Information Forecasting and Assessment Council, DST, Government of India said that by using operating systems on our phone and computer that have been made in the USA we are contributing to their GDP. Eight per cent of the GDP of the USA comes from royalties.

IPR Cells

Scientist from DST Ravinder Gaur said that the DST had established 24 Patent Information Centres in various States and was expanding the network by setting up 71 Intellectual Property Cells in Indian Universities.

GITAM University Vice-Chancellor G. Subrahmanyam said that the university is moving towards becoming a research-oriented entity and thanked the Department of Science and Technology for holding such workshops. He said that 97 per cent of the university’s budget is made up of money received from student fee. However all great universities earn majority of their money by receiving royalties and GITAM’s vision was to achieve the same.

UGC Affairs Director Ch.Ramakrishna, Institute of Science Principal N.Lakshmanadas, and School of Law Director Y.Satyanarayana were among those who participated in the workshop.

From deep forests to the big stage

Renuka receiving the best child actor award from K. Muraleedharan, MLA, in Thiruvananthapuram on Monday. Renuka carefully pressed down the pleats of her new dress, the one she chose to wear on a day vastly different from any other.

This was her first visit to the capital city, in fact, the first to any part of Kerala from her home in a tribal hamlet deep within the forests of Wayanad. But, despite a drastic change in environment, she showed no signs of unease. The 12-year-old was here to receive the best child actor award at this year’s State television awards. Renuka starred in a 24-minute documentary called Maari shot right at her home at Begoor Colony near the Thirunelli river in Wayanad district. This brief screen time sufficed for the jury members to choose her as the best.

“There was an innocence about her that helped us decide which child from the tribal settlement would play the role. In fact, the jury attributed her undisputed win to this quality, which she effortlessly brought out on screen,” says Muhammed Arif Vellayil, director of Maari, who is also a programme producer with Darshana TV.

Armed with only a vague idea of a documentary to highlight the plight of children living in such isolated settlements, Mr. Arif says the film developed perfectly because of its young, unselfconscious lead. There are no dialogues in Maari, a factor which seems to have enhanced its impact. The film has been described as a poignant portrayal of a child and her sibling striving to make a living. Mr. Arif says he saw first-hand how each day could pan out differently for the forest folk.

True story

“In the film, Renuka becomes the provider for her family since her father falls ill. It is a very simple theme, but as the film neared completion, we realised that there was no need to fabricate anything. We did not plan any shots. We merely captured a bit of their lives. It is a true story,” says Mr. Arif.

Renuka attends a mobile school of the Tribal Department here, where there are 26 other students. She nodded shyly when asked about her school, but was sure about one aspect. “I want to study more,” says the girl, whose few trips from her colony was to Kodagu, to work at the coffee or orange plantations there. This is mostly during the monsoon when her parents cannot harvest honey, the primary source of income for families in the colony.

Pull of the forest

Her father, Apu, wants Renuka and her siblings to leave the colony and study further, but he says there seemed to be some barrier that contained every inhabitant within their home. “They should get away. Life here is very difficult every day,” he says, describing the efforts involved in honey farming that yields very little profit.

Radia tapes case: CBI registers fresh preliminary enquiry

The Central Bureau of Investigation (CBI) on Tuesday registered a fresh Preliminary Enquiry (PE) related to the Radia tapes against a senior Income Tax officer who was trying to get a transfer by allegedly offering bribes to Central Board of Direct Taxes (CBDT) officers.

The sources said a senior IT officer and an alleged middleman having links with the officer and others have been named in the PE as accused.

“This is to verify the allegations that the said officer while posted in Income Tax Appellate Tribunal was trying to get transferred to Delhi by allegedly paying illegal gratification in CBDT,” CBI sources said.

The CBI has so far registered 13 PEs on the direction of the Supreme Court which had asked to probe into the issues related to intercepted phone calls of corporate lobbyist Niira Radia with politicians, corporate top shots, bureaucrats and businessmen. It has been asked to file a status report to the Supreme Court within two months.

It is also looking into alleged irregularities in the allotment of iron ore mines at Ankua, Singhbhum district of Jharkhand to Tata steel. Former Jharkhand Chief Minister Madhu Koda and unknown officials of the Jharkhand government have been named as accused.

Besides this, a PE has been registered against the then Directorate General of Hydrocarbons (DGH) V. K. Sibal, RIL and other unknown persons in connection with alleged favours shown by the DGH to RIL and the quid-pro-quo.

While an enquiry is also being conducted against working of touts and middlemen and kickbacks in the aviation sector, another PE was registered against Unitech for alleged market manipulation and hammering of stocks.

A PE into Radia’s conversations pertaining to alleged discrepancy in subscriber data base declared by Reliance Communications to BSE and TRAI has also been registered.

Many Corporate Houses had welcomed the CBI probe into the case and hoped that all controversies would be put to rest after the agency’s time-bound probe was completed.

Gold falls on sluggish demand, global cues

Silver also declined by Rs 210 to Rs 49,590 per kg on reduced offtake by industrial units.

Traders said sluggish demand at prevailing higher levels and investors shifting their funds to surging equities mainly kept pressure on gold and silver prices.

They said a weak global trend, as a stronger dollar curbed demand for an alternative investment before Federal Reserve policy makers meet to discuss monetary policy, further dampened the sentiment, they said.

Gold in London, which normally sets price trend on the domestic front, fell 0.5 per cent to $ 1,345.93 an ounce and silver by 0.5 per cent to $ 22.38 an ounce.

On the domestic front, gold of 99.9 and 99.5 per cent purity plunged further by Rs 420 each to Rs 31,930 and Rs 31,730 per ten gram, respectively. It had lost Rs 220 yesterday. Sovereign, however, found retailers buying and rose by Rs 300 to Rs 25,300 per piece of eight gram.

Silver ready fell further by Rs 210 to Rs 49,590 per kg and weekly-based delivery lost Rs 1,060 to Rs 48,890 per kg.

The white metal had shed Rs 100 in last trade.

On the other hand, silver coins spurted by Rs 2,000 to Rs 87,000 for buying and Rs 88,000 for selling of 100 pieces on upsurge in festive demand.

The state-run company floats a global tender, inviting bids from potential partners Steel Authority of India (SAIL) plans to set up a 1.2 million tonnes per annum (mtpa) cold rolling mill at its Rourkela Steel Plant (RSP), which may entail an investment of around Rs. 5,000 crore, through a joint venture.

The state-run company, which is ramping up its steel making capacity to 24 mtpa from 14 mtpa now, has already floated a global tender, inviting bids from potential partners. The proposal is to install a 1.2 mtpa cold rolling mill complex at RSP though the venture to cater to the auto sector, a source said. The “strategic” partner should have experience and expertise in the field, he added.

“SAIL believes that there is a huge potential for such sheets in India and the demand is only going to go northward in the coming days. However, it does not have the necessary technology and the plan is thus to rope in a partner which has the necessary technology for producing such sheets,” the sources said. The source said that the SAIL and its proposed joint venture partner might have to invest around Rs. 5,000 crore for the cold rolling mill.

“It would be divided among the two in the ratio of their stake holding in the proposed venture,” he said.

The domestic auto sector, which has been running through a prolonged bad patch, has started looking up in the last two months. Industry experts opined that Indian automotive market has the potential to grow multi-fold in the coming years.

“SAIL knows it and that is why in order to produce high quality rolled sheets for the auto sector, it is proposed to install a new 1.2 mtpa cold rolling mill complex at Rourkela Steel Plant in strategic partnership with an established global player,” he said.

The company’s Board Sub-Committee on strategic alliance and joint venture has also approved the proposal, he said.

India' s richest woman is new Haryana Minister

Photo: Akhilesh Kumar The country’s richest woman, Savitri Jindal, was Tuesday inducted as a minister in the Haryana cabinet by Chief Minister Bhupinder Singh Hooda.

This is the second time that she has become a minister in the Hooda government. She was earlier a minister of state in the 2005-09 Hooda government.

Ms. Jindal is a legislator from the ruling Congress from Hisar assembly constituency and is the mother of industrial tycoon and high-profile parliament member Naveen Jindal (Lok Sabha member from Kurukshetra).

She was listed by a leading business publication as the country’s richest woman as she lords over a multi-billion rupee steel and power sector empire and is the chairperson of the Jindal Group.

Her name also figures in the Top-100 richest people in the world.

Savitri Jindal’s industrialist-cum-politician husband O.P.Jindal, who too was a minister in the Hooda government, was killed when his private helicopter crashed near the Haryana-Uttar Pradesh border March 2005.

Ms. Jindal was sworn-in on Tuesday along with the other new minister, Aftab Ahmed, who is a legislator from Nuh assembly constituency in Mewat district and the only Muslim face in the Hooda ministry.

Two ministerial slots in the Hooda government were vacant ever since ministers O.P.Jain and Gopal Kanda resigned in June 2011 and August 2012 respectively, after their names figured in separate criminal cases.

The 90-member Haryana assembly goes to polls in October next year.

Earlier this year, Ms. Jindal was directed by the Punjab and Haryana High Court to vacate her government accommodation, which she had been occupying unauthorised.

She has been occupying a ministerial bungalow in Chandigarh’s upscale Sector 7, even though she ceased to be a minister in 2009.

The court said that eviction proceedings be started if she did not vacate the house. A penalty of Rs.89 lakh was also slapped on her for occupying the house.

Women who interacted with him said that water remained in their houses till Oct. 27Though the rains stopped since Sunday afternoon, flood water is flowing over more than three feet above the bridge connecting Chuchukonda and Ganaparthi villages in Munagapaka mandal, on Monday.

Telugu Desam president N. Chandrababu Naidu had to use a boat to go around Chuchukonda to meet the people during his visit on Monday and the locals said they face the problem whenever there are heavy rains and when Sarada river or geddas joining it received flood water.

During the present spell of heavy rains that continued for eight days, people could not use the bridge and their houses remained inundated. With water flowing at great speed for a stretch of about 600 meters near Saibaba temple at Chuchukonda people fixed a steel rope to the poles along this distance and the men were using it as a support to manage crossing this stretch. For women and children the villagers arranged the huge pans used for making jaggery to take them from on place to another. “The water level has come down by just 10 inches today, because there is no rain but we are still facing problem. We hope there are no more rains. If it rains again we will be in deeper trouble”, Kandregula Venkat of the village said.

He also gave the reason for flood water creating a major problem for the twin villages. The stretch of Sarada that flows between the two villages is at a much lower level and water from Kondakarla Ava and Anakapalle Ava accumulates. The banks are also weak and fortunately this time they did not breach, he said.

A group of women who listened to Mr. Naidu’s speech in the village centre at M. Jagannadhapuram said water remained in their houses and on the road till Sunday.

Additional Chief Secretary Kaushik Mukherjee has been appointed as the new Chief Secretary of Karnataka Government.

Mr Mukherjee (58), 1978 IAS batch, will succeed S V Ranganath, who will be retiring on October 31. An order issued by the State Government on Tuesday said that S. V. Ranganath, is retiring from service on superannuation.

Mr Mukherjee, who holds ME and BE in Electrical Engineering, served in various administrative capacities in the State Government. He was born on September 8, 1955 in West Bengal.

The State Government has extended the service of Mr Ranganath twice – first on the advice of the Election Commission of India and then by the Chief Minister Siddaramaiah after he formed the government.

Mr Ranganath addressed a meeting of secretaries and principal secretaries of the various departments on Tuesday morning and thanked the officials for their cooperation.

In the evening, Karnataka Government Secretariat Employees Association held a send-off function to Mr Ranganath.

Mr Ranganath has served seven chief ministers directly, has vast administrative experience. He was Joint Secretary to Ramakrishna Hegde, Secretary to M Veerappa Moily and H D Deve Gowda, Principal Secretary to S M Krishna, N Dharam Singh, H D Kumaraswamy and the Chief Secretary in the Siddaramaiah government.

The Congress on Tuesday accused the Gujarat Chief Minister and BJP’s prime ministerial candidate Narendra Modi of trying to appropriate Sardar Patel’s legacy, which “belongs to Congress”, and reminded that Patel had said that it was the “communal poison of RSS” which killed Mahatma Gandhi.

The party hit out at Mr. Modi on Patel issue on a day, when Prime Minister Manmohan Singh is sharing dais with him in Ahmedabad at a function to inaugurate a museum dedicated to life of India’s first Home Minister and freedom fighter Patel.

“For last few months, BJP is trying to usurp the legacy of Sardar Patel. History is witness to the fact that those who do not have any history of legacy try to appropriate the same of others. My advice to the Gujarat Chief Minister, who is the Prime Ministerial candidate of the BJP and a RSS Swayamsevak is that he should study what the legacy actually is that he is trying to appropriate,” Union Minister Manish Tewari told reporters.

“On September 9, 1948, Patel, the then Home Minister of the country had written to RSS founder M S Golwalkar in which the former had said that as a final result of communal poison, the country had to suffer the sacrifice of life by Mahatma Gandhi. Patel referred to communal poison spread by RSS that Golwalkar headed. Does Swayamsevak Modi agree with Patel or endorses his views RSS. Whose legacy they crave,” he said.

BJP has often accused Congress of ignoring Patel’s legacy and promoting Nehru-Gandhi dynasty. Mr. Modi, who has often criticised UPA of “weak response” on terrorism and handling Pakistan had also been making a big issue of his proposed plan to construct the longest statue of “iron man” Patel in Gujarat by collecting iron pieces from farmers across India.

Slamming the BJP over the move, party general secretary Digvijay Singh said that BJP now wants to project as their ideal Patel, who had banned the RSS after the killing of Gandhi.

“First they promised a Ram temple to us, collected donations but the temple was not built...first they sold off the bricks now they will sell iron.”

Mr. Tewari said there is no dispute over Patel’s legacy, and it is settled Patel being a Congress leader.

The auction of coal blocks to private firms may get further delayed to March next year as the Coal Ministry has sought from consultancy firm CMPDIL a report on reserves of four more mines.

Coal Minister Sriprakash Jaiswal had earlier said that auction of mines would begin in December.

“The auction of mines is likely by March next year,” an official source said.

The Coal Ministry has asked CMPDIL, the mine planning and consultancy company of Coal India, to assess the reserves of four more mines and submit its report by next year, the official added.

The government which was initially planning to auction six mines in the first tranche is targeting to auction 10 blocks now, the official said.

The Cabinet had earlier approved the methodology for auctioning coal blocks, providing for upfront and production-linked payments and benchmarking of coal sale prices.

Coal blocks will be put up for auction after environment ministry reviews them and bidders have to agree to a minimum work programme, an official statement had said recently.

The policy provides for production-linked payment on a rupee per tonne basis, plus a basic upfront payment of 10 per cent of the intrinsic value of the coal block.

The government had earlier said that exploration activities in identified blocks are at an advanced stage and are likely to be completed soon.

The government had earlier allocated 14 coal mines to central and state public sector units, including four to NTPC, in July.

It had earlier planned to auction 54 coal blocks with total estimated reserves of about 18 billion tonnes.
